In my opinion, lack of empathy is a mental issue. It's one of the key characteristics in psychopaths although I doubt that's the case here since psychopaths aren't typically impulsive or likely to do something they felt would get them caught. Sociopaths on the other hand are highly erratic, impulsive but they do feel guilt and can empathize. Of course I'm talking in generalizations.
I would hate to think that this is normal behavior, but it's not that uncommon in the midst of marital/relationship discord. Remember that father who set a gas explosion a couple of years ago, killing his sons and himself? Or the father who killed his three kids during a parental (noncustodial) visitation? Or the fiend who set his son on fire decades ago rather than return him to his ex-wife. Women do it, too.
This is really a sad story to read. I do wonder what the autopsy will show. My thought is that this was rushed. The guy drove 100mph past a cop without a care and then proceeded to toss his daughter over. I'm thinking the autopsy will show some other cause of death. I'm thinking something happened at home and he was trying to dispose of the evidence.
