Seems everyone is for giving "free" stuff away, so long as someone else pays for it. Ok, so do we at least establish criteria on what grades someone needs to get this "free" money? Do we at least require that they have a reasonable chance of actually learning something or just wasting time and money?

Here's the truth. The bottom line. Half the population isn't college material. So we either have to put strict limits on who gets the money or we lower the quality of education so we can pretend we're graduating more from college.

The current system (sans the pell grant) works just fine. Community college isn't expensive to begin with.

We already support higher education financially. Most students who complete their college education get most of their financial support from the government.

Maybe we should just extend high school in the inner city from 4 to 8 years we can throw in a free breakfast and lunch while we’re at it.

The tax payers will pay for it.

I think the article said 3/4 government paying for it and 1/4 will be paid for by each state.
So, tax payers pay for it, it is not "free"
Georgia has a nice program called the HOPE scholarship, which is funded from lottery proceeds, not tax proceeds. Kids entering a state school receive HOPE scholarships amounts depending on how many hours they are enrolled for, which covers 60% to 100% of tuition, depending on HS performance and standardized test performance.
