It is a problem, but there is little that can be done within the Constitution. You can't forcibly sterilize people, and if you did, what would the criteria be? IQ alone? I'm sure you can see we'd be coming very close to Nazi tactics if we tried forced sterilization.

There are thousands if mentally challenged people who raise healthy, happy kids, and thousands of smart people who are horrible parents.
