I used to work one county over from Buchanan County. The poverty in the area is completely amazing to people not from the area. It is truly a hopeless, destitute place. Do you think most rich people in the good parts of VA have any idea poverty like this exists in their state?
Do you really think that this kind of disparity is unique to one state? Every state has its pocket(s) of abject poverty, the cause may vary but the hardships are usually the same.

My church frequently does charity/mission work in that region. As for other states Central+Western NY state (plus the metro area "ghettoes") are the same way. Grinding entrenched poverty not far from from the richest zip codes in the country.
Short of sending more money redistributed via Richmond in the case of Grundy or Albany for those swathes of NY these localities have no money coming in and no one knows what to do about it.
This is why there needs to be a high speed rail system throughout the country. So people unfortunate enough to be from destitute places like that can escape to places with more opportunity.

Being you being from that area, why do you think k it is full of such poverty?

Nope. High speed rail would be impractical in this area due to low population density. Maybe Plan B would be mass distribution of Segways
