There have been a lot of times when I had snow on my roof and the guy across the street did not, all this time I assumed he was under insulated but he must be a druggie, better call the cops.

They do not need proof, just probable cause to check it out.
It's an apartment complex. Doubtful that one unit had less insulation than the others.
He'd have to set his thermostat awfully high to melt snow on the roof in the Netherlands in February.
They found pot, not tomatoes. Tomatoes grown in hot houses don't taste very good anyway.
