The fact that anyone is backing up this woman for her behavior makes me weep for the future. Okay, maybe a bit dramatic, but...
Why is yelling, name-calling and cursing at people acceptable ANYWHERE? Kids, adults, school, street, wherever. People get angry, sure, but there are these things called maturity and self control. A principal of a school should definitely have them. It is her job and responsibility to be able to deal with whatever situation comes up with calm professionalism.
It's just sad people say that kind of behavior is fine if the kids aren't really too mentally disabled, or maybe if one was bad at least, or she was making an example, or she missed her morning latte, or whatever excuse. Grow up. Take responsibility for your actions and expect other people to take responsibility for theirs.
Standards just go down across the board if people get away with stuff like this. Black list her from education for life.
A persons action has nothing to do with their union.
They are clearly violating the contract and can be dismissed without pay.
Overlooking abuse may go on in the public or private sector.
All they need to do is call the students to testify on this kind of behavior.
I -don't- think however illegally recorded audio can be used in court.
Section J-A-3 of the CSA Contract :
3) Allegations of Misconduct. Allegations of misconduct may be brought at any
time. Upon receipt of a written notice of allegations of misconduct and
proposed adverse action, a principal may be removed from his or her position
without pay or demoted with reduced pay pending an arbitrator’s decision.
Health insurance benefits shall extend to employees removed from payroll for
allegations of misconduct until the completion of the review by the
Commissioner of Education. At the principal’s option, the allegations may be
presented to the arbitrator who will render a decision as to whether there is just
cause for the proposed adverse action. The arbitrator’s decisions shall be
rendered within thirty (30) days of the notice of the allegations. The arbitrator’s
decision shall be binding unless overturned by the Commissioner of Education
5
of the State of New York (the “Commissioner”). If the arbitrator determines
that the charges are unfounded, the principal shall be restored to his/her position
with full pay; however, the imposition of the penalty may continue for up to 30
days from the time of the arbitrator’s decision
It seems like the principal is part of the vicious circle of perpetuating bullying. She yells, swears, and uses derogatory name calling with children that already have behavioural issues. Those children, in turn, will go home and take it out on younger siblings, or demonstrate the same inappropriate behaviours towards their parents. I think the woman should be fired, and prevented from working with children for the remainder of her life. One thing that is abundantly clear is that she has no respect for children ... and that is a big problem in a teaching/learning environment.

If the allegations are true, she should be removed from her position and lose her educators license. Absolutely.
Obviously the principal is totally unacceptably off-base acting this way, but...
This is not a school for the mentally retarded, it is a school for children with behavior problems that are put there because they can't be dealt with in a normal classroom. They do not react appropriately to instructions.

No matter their behaviour, it still doesn't justify her yelling at them, especially calling them retarded. Again, I must ask: if this was your child, is her behaviour acceptable? If it is, it would make me wonder if you'd treat your own child in this way also?
Apparently according to the comments, she isn't "out", she's being moved to another place to be inflicted on other children.
Keep your eye out and see what actually happens.
Obviously she has a right to a hearing- let's see where that progresses.
Going through the channels is an important part of due process.
I'd suspend her immediately throughout the investigation pending conversations with the faculty and students of the school.
