Maybe they are claiming Wilson could have shot Brown without killing him or that the PD should have been trained to use something less than deadly force.
And what's funnier is the plaintiffs will have to bear the court costs.
I predict there are enough gray areas to prompt both sides to try to settle out of court. Brown's family will claim the officer could have handled it without using deadly force, and Officer Wilson will claim he was in fear of his life and had to make a snap judgment. The PD will get blamed for not providing better training, which they will deny but they know that many people (white, black and otherwise) have had bad experiences with cops and think they are overly aggressive.
They'll get nothing from Wilson since all internal and external investigations have exonerated him, but they'll probably manage to squeeze a few bucks out of the city of Ferguson thanks to Holder's report.
