About two years after our local Fresh Choice decided to allow parents to bring free-range children who grabbed food with their bare hands off the buffet and engaged in running food fights, the restaurant closed.
It had been a twice-a-month destination for us and our friends before the screaming and yelling.
We got why they wouldn't stop it. In California you'd probably be sued or punched in the face if you politely asked a parent to make their child behave.
I wish all restaurants would ban "small screaming children". It's one of the reasons I refuse to go to Wal-Marts
I solved this by wearing some noise-cancelling earbuds with my phone tuned into my favorite playlist, talk radio station, etc.....the other day I could SEE a small child screaming in his cart, and a parent trying to calm them down.
I happily went on about my shopping LOL
(This also works when doing yard work and the dumbass neighbor next door would rather leave their yip yap out instead of pulling them in.....or better yet, training them so they respond when it's a legit emergency)
A few years back, I was driving up to VA on I-95, and for what must have been a good 100+ mile stretch, I kept seeing billboards for this Cafe Risque place.
On the way back, I was starving and was on a stretch that appeared to have nothing nearby. After having images of their billboards in my head (their advertizing works) I decided to stop for breakfast.
Surprisingly enough, the food was good, and the women were very attractive. Much better than what I expected from a place in the middle of nowhere in NC.

LOL! I thought that would be the case at first, but one girl was hispanic, one was black, out of the maybe 5 that were there.
They looked more like inner-city girls than some country NC backwood girls.
I'd suggest that we fine the parents an amount equal to the value of a citation for Disorderly Conduct, but then everyone would find some way to cry Civil Rights Violation.
