Whenever a certain segment of society is set aside and not allowed to participate, for whatever reason, real or perceived, social order will disintegrate. When you look at the increase in homicides in Baltimore what is telling is the statement---Police said they have no suspects in the homicides. They asked witnesses to call with information. The police can't prevent the crime ( they can't be everywhere ) and they can't solve the crimes without people who will volunteer information. They have become ineffective whether they want to do their job or not.
If I was black and lived in a crime-ridden neighborhood, I don't think I would see the police as allies either.

There are just way too many cases of unarmed black men and women being killed by the police. There is a list of them at the following link. The stories are truly horrific. Most of the victims were not perpetrating a major crime at all, many were totally innocent people, some were mentally ill, and some were cases of mistaken identity. In most cases the police officers were not indicted let alone convicted. And this is just unarmed people killed by police, I can't even imagine how many unarmed citizens have been seriously injured by the police, especially people of color.

Personally, I dislike the "decent citizens" who think Police should be able to kill some one for nothing and not answer for it.

Personally, I have no sympathy for those who are supposed to "Protect and Serve" and don't.

Everyone seems to want to blame the Black Community and the Prosecutors Office for all the Baltimore turmoil, nut no one seems to care about what really is to blame, which is Police killing an innocent man for nothing. I guess they expect the people to accept that as "No Big Deal."

Ya gotta love that mentality....

Baltimore is starting to rival Chicago in weekly shootings. If it wasn't for modern medical technology, a lot more would be dead now.

As one of those articles said, there is huge outrage over a drug dealer dying in police custody but silence over the huge amount of carnage taking place on the streets. Well, they reap what they sow. Results speak for themselves.

About recent claims that Baltimore cops are unofficially staging a work slowdown and taking less initiative, the prez of the NAACP says:

"There is no excuse, none whatsoever for any kind of slow down or work stoppage," Brooks said. "The officers have taken an oath, and that oath is not to be abdicated."

No excuse ? How about ending up with criminal charges against you if your judgment of 'reasonable suspicion' or 'probable cause' isn't acceptable to the locals or the DA ? What about being surrounded by dozens of hostile citizens as you try to your job ? A mayor who gives protesters room to destroy and responds to their calls for no justice, no peace ?

Baltimore cops who Are doing their jobs deserve credit for facing the Extra risk they now face in fulfilling their oath.

The cops are responding to crime. Isn't that what everyone wanted ? Leave those "innocent" folks alone and stop harassing them. So rather than work to PREVENT crime, the police are not just responding to crimes committed.

I would add to the Mayor and D.A.'s response to the call of "No Justice No Peace" No Fire,No Police.

What is now happening is all proactive policing has ceased. You're now seeing the police in their purest form where they only respond to calls, send the losers to the hospital or morgue and if they can find the winners they "might" go to jail if there's enough probable cause easily available to avoid any false arrest accusations.

If there's any question at the scene everyone goes home or on about their business and it'd get passed on to detectives/D.A. to decide what to do which if what's happening to the looters/arsonists is any example that'd be a big zippo,nada,nothing...

Even MORE disturbing is the fact that last person interviewed is 26 yrs old with 7 kids!!!! Oh well, they should hold their mayor responsible and the police DO respond once something has happened, but since they are getting their hands tied on trying to PREVENT crimes, seems all those "totally innocent" folk just can't behave. Looks like about all that goes on there anymore is killing and breeding. All that free money and housing with having to work gives you LOTS of time to get into both kinds of trouble! Then she says "she wishes the police would return and focus on serious crimes vs drug issues"....how many of those SERIOUS crimes are OVER drugs, and how would the police know he intends to KILL YOU BEFORE he already has since so far everytime they have TRIED to keep something from happening, their call was "wrong and it was some innocent".

indeed. And living in public housing with no way to support those "kids" except by taxpayer handout. Fix that level of irresponsibility and you fix the crime problem.

I work in Title 1 schools. It's a sad fact that many of these girls view having a kid as a ticket to independence. Have a kid and you get all this government money and can leave home and live on your own. It's very short sighted thinking. Walk the halls of school and you see all these pregnant seniors giddy over the fact that they will soon be living on their own. Some don't even make to to graduation.

It's generational. Their moms did it and their grandmas did it. It's their way of life and it's very hard to break that cycle.

While I applaude you for working in a Title 1 school and realize that YOU have insight into the issues, I have to totally disagree with the "it is very hard to break that cycle" statement. When the "freebies" disappear, they will think twice about continuing to breed like rabbits because each new baby means more $$$$. I don't think giving them all these handouts HELP, in fact, the opposite seems to be proven, it ENCOURAGES this "way of life".

Guess what, if you have to FEED that kid, you will think twice before having another. If you are busy working a JOB because you need a place to live and food on the table, you won't have time to be laying around getting knocked up 24/7. But you are correct about the fact that it is all "expected" for generations now.....the sad fact is there are more people "voting" for a living than "working" for one anymore.
