Just as an experiment, I went out onto my secluded screened in porch.
Open air and as close to being completely outside as you can get.

I stripped everything off and just stood there for a moment.
Sure enough, I got a half boner, but not a complete hard on.

I guess it is possible to get excited by being au natural.

I see two problems:

1. Guys sometimes naturally get erections for no good reason. They aren't thinking about sex, it just happens. Thus, there's the possibility that this could happen when a guy is naked. That doesn't make him a pervert.

2. There may very well have been many women who were also aroused, but there isn't a foolproof way of knowing.
