I'm guessing it's more symbolic than anything but perhaps with enough lawyers/all the wiggle room in the world of law these days, who knows....it might be achievable.
I'm all for LEGAL immigration. And for the need of strict checks for anyone who is entering into this country. Given this fact and the fact that I have zero faith/confidence in our government to be able to enforce such a task, I think the governors/states have a more than valid concern.
We don't need any more Islamic refugees who are fleeing Islamic terror! They should have been fighting it in their own country! They bring with them their dangerous ideology and love of Islam. Look at how many Muslims were born in Western countries that left and went to fight and join with ISIS. The ideology is the problem, Islam is the problem. As long as someone is a Muslim, there is a danger that they or their children will want to join ISIS or a similar group, or carry out a Jihad against the Infidels.

Oh it's more than symbolic. Obama has no Constitutional right to force states and their taxpayers to accept refugees from Syria.
He doesn't Constitutional Right He will just issue an Executive Order. Let the Supreme Court deal with it after all the terrorists get in.
Unlike the federal government, state governors do not have to follow his executive orders. They can ignore him at will the minute that Obama seeks to spend one dime of state money for his insane plans.

I hope you're right. State's exist for a reason and they indeed should have more than a bit of independence. Otherwise we are back to the "king rules" again and tries to control/dictate everything. Wait a minute....why does that sound familiar?

Sorry to let you know, but that poster is wrong, Gov. Rick Scott is right:
"In a letter to House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell, Florida Gov. Rick Scott pledged his support to keeping out Syrian refugees but acknowledged that states don’t have the mandate to prevent the federal government from funding resettlement programs into states."
