The cause is the combination of environments (deep ditches, woods and other cover, darkness) that allow the deep to approach a road or highway unseen, and the inclination of deer to bolt suddenly out from that cover. I'm in Minnesota and I've known multiple people who have been hit by deer (ie, the deer ran into them - one guy on a motorcycle, two people in cars). I'd like the genius who thinks that 'slowing down' is the solution to deer-vehicle collisions to explain how that's going to solve getting broadsided by a deer.
Where the aforementioned cover exists, you'd have to go no more than 10 mph to be reasonably assured of never hitting a deer.
