There is no "Official Real Terrorist Guide and Handbook". Many potential terrorists are being self-radicalized and don't have the same education or support in technique or method of terrorist acts as those who have been trained abroad or who have the know how and access to bomb making materials.

They might if the purpose was to have someone else checking the response time, see how many cops respond, draw attention away from something else.
