Another huge problem with your solution, Apple just can't "Unlock" this phone. They don't have the pass code. They would have to assemble a team and write new software to do this. You ok with the Govt forcing Apple to spend millions? The FBI is not offering to pick up the tab.
Also, once this software is developed, it will be leaked. That's how software works. This is not a one man job. Apple would need a team of engineers to work on this which makes leakage even that much more of a chance. It doesn't matter if Apple does it at their building. The best way to keep software from getting leaked is to never write it at all.
They won't have to release it - it will be hacked. Probably by the Chinese. Which puts all iPhone users at risk for identity theft. And puts the future of Apple at risk, as well as a good number of its employees.
I notice you didn't address this. Did you miss it?

In what you responded to, I didn't post a solution.
But, can you name me a software/hardware product that has been invented by and technology company that was supposed to be secure, but wasn't eventually hacked? And this will be no different.
( but this seems to be an exploit - i.e. get the user to go to a web page - which is no good for these cases where the phone is off and the passcode is unknown )
Once Apple is able to open the phone they will be forced by warrant to open every phone that is involved in a local drug transaction, murder, child porn and the thousands of other cases monthly where all types of Law agencies get a warrant.
This cannot and will not be restricted to just opening one phone.

Just like getting a search warrant for your home. The LE agencies have to go through their process first to get Apple to do their thing. LE knows how to do this. Once Apple gets their process worked out, they'll know how to respond to legal requirements to expose criminal/terrorist activity. Which is as it should be.
