People underestimate stupid and watch way too much tv.

2am, likely drunk and sitting on the railing is far more likely. There are deck chairs all over the deck, it would be trivial to sit on the railing if you wanted to step up on one even if you're short and that is certainly something an impaired drunk might do.

Hahaha. Good point. Carnival is renowned by being incredibly stingy with the amount of booze poured into their drinks.

I guess cruise ships of the future will be totally enclosed with high def TV screens on the walls to show you the ocean so you can't fall overboard. After that I guess you could just sit at home and watch videos of the ocean and ports of call. Some people would still get drunk, fall in the bath tub, and drown. Sometimes you just can't fix stupid.
