Prom is a very formal occasion. Tell me, what exactly is a girl supposed to wear if a ballgown is not appropriate?

This is the style of dress my daughter wore to prom. While it looks fairly demure in the photo, let me tell you, that slit in the bodice goes all the way to the xyphoid bone, much lower than the dress in the link. And there's an equally deep slit in the back. But because my daughter is slender and an a-cup, nobody raised an eyebrow.

This. She is wearing an elegant appropriate ballgown. She looks gorgeous.

The cut of the prom dress is not the issue, its elegant. Its what is filling it OUT that is of concern.

A Classy alternative for her would have been to have a lace cloth covering some of the too revealing cleavage.

Her body features are lovely yet there is a way to be classy.

that wasn't bad at all, come on. What do you want her to wear?

I see girls wearing the crop top dresses now. And my one prom dress was low cut in the back and had the sides cut out WITH cleavage.

Her dress was just fine and she looked great. And you can say that it was "too revealing". Fine. Then every girl there from a size 0 to a size 20 should have been sent home if their cleavage, back, stomach, etc was showing. The issue is, there were others girls wearing just as revealing and only she was sent home.
