Even without school, you're talking about an area with lots of kids, dogs, joggers, bikers...overall higher pedestrian traffic. Fine should be higher than say 69 in a 60.

So, this man is making a clerk count 20,000+ cents (not pennies, cents - the federal government has never minted pennies - 1/100th of a dollar is a cent) in order to protest a city law enacted by local elected government (not by the clerk) and carried out by local law enforcement (not by the clerk).
Does anyone think the local government or police department care one iota that a clerk has to spend a few hours counting coins?

Absolutely. We're talking about, essentially, 40 in a residential area. The fine should be REALLY high for that. Kids, pets, cars pulling out, all sorts of things that go into that 30 mph speed limit.

Exactly. When people do this they think they are making some grand point and are getting back at the mean old municipality when all they are doing is making themself look like an ass as they punishing some low level clerk who was not the one who broke the law.
A jackass who speeds in a residential area endangering his fellow citizens acts like a jackass in paying his fine by taking advantage of a civil servant. Where's the news in that, FOX25? Although I bet there are a lot of his fellow jackasses out there who think he's cool.
