Assuming that this is an apt comparison, when was the last time a state effectively declared a "State of Emergency" for something that was entirely man-made?

Like, say, a devastating hurricane? So you're saying that Rio, which has had seven years to plan for these games, is suddenly realizing that it is in over its financial head two months out, and this is as bad as when a major hurricane slams the Gulf Coast? Except that Rio wanted the Olympics (no one wants a hurricane) and had seven years to plan for it (an area is damn lucky if it has seven days to plan for a hurricane)?

It's not 'third world', either, a phrase which during the Cold War referred to non-aligned states (which Brazil was) but which now is used in reference to the group of least-developed countries in the world (which Brazil isn't).

I think it is a shame that Rio is in such a mess regarding this year's Olympics. I certainly don't want the participants to be in harm's way.

My suggestion:

If you are not going to Rio then sit back and have a glass of wine and listen to this:
