Lol!
I've never actually been in Hooters, but my understanding is that people can and do bring their families in including children.
This complaining comes up every now and then in regards to Hooters from people who have never been there. I'm not a big fan of Hooters because the menu isn't all that great and there are better wings in other area sports bars/restaurants which is all Hooters is. It is just a regular sports bar/restaurant that usually tries to hire attractive waitresses, as they all do.
Did you not read the "some"….I know a lot more Christians than other religious people and many of them are hypocrites. So yes in "my" experience "just Christians"
Hooters is a very sexist organization. If you have seen the inner workings, you will see they treat their servers like crap...like pieces of meat. And the outfits are not suitable for children to see. They are not bathing suits and they are not at the public pool. The girls are dressed to give old men a thrill and they flirt for tips. And if they aren't "friendly enough", gain a few pounds, or aren't made up enough, they gt sent home. No, no they should not be any part of any youth group or event. They aren't a youth establishment (even if some trashy parents take kids there). I would never be ok with my kids being exposed to that without my permission. And I would say hell no.
From the pictures and video in the article, the girls didn't seem to be dressed inappropriately, and they volunteered their time to a community organization. From Hooters standpoint, they extended an offer to the scouts and it was accepted, I think as a business that's a commitment to the community. Certainly the kids in the scouts were the beneficiaries of the generosity of a local business and the time of the volunteers, I'd be willing to bet they had a great time. I'd also be willing to bet there was no implied sexual overtones to the girls visit, that only seemed to be a problem by some of the parents.

If you're so disgusted by Hooters, what were you doing there?
