That is total neglect. Where was their provider?? I would be call CPS so fast their heads would be spinning. Poor baby!

Problem is just as often with child welfare agencies state and local governments refusing to spend the funds needed for robust departments staffed with enough investigators (given proper resources) to monitor daycare centers.


If daycare owners knew a snap inspection could occur at any time and any day of the week they'd be a bit more on top of things. If more of them were prosecuted and or shut down for running sloppy or suspect places things would also change. But hardly any of that happens. On the rare instances any thing does happen it is usually (sadly) only after something big happens to a child such as death or major injury. Then it becomes a game of hot potato as every state and local agency points fingers at each other.
