Great story. I once had an overdue book fine for over 3 years that I didn't know about.
I was going to move to California & found a book from the library. I returned it in the night slot, not realizing it was overdue. I went back home after 3 years & when I went to the library they told me about the fine. I can't remember what the fine was but I remember thinking at the time that I could have bought the book over and over again for what it cost me.
There was no amnesty & I ended up paying the fine.

My library has a max fine of $15, and a 6 day grace period before they start charging fines. I've never had a late return, but I do like that they're a little more relaxed on such things.
Maybe it got lost and she just found it again,who knows.......
I wonder if they collected any $$$$$ for it being late?

So no, they did not collect any money from the woman. I'm sure the cool story and world wide attention (this story was from New Zealand) made up for the fine amount. And maybe it will encourage others to return books that they've been holding on to for a while.
