Small towns across the US this plays out often. Gene pool just isn't that diverse. This also happens a LOT in large urban centers that are poor where no one ever leaves. Kind of a land locked town inside a big city.

She is young enough (perfect age, actually) to get pregnant and the likely defective child caused by their incest/inbreeding could end up being society's financial problem. (Millionaire+ lottery winners notoriously tend to lose their lottery winnings.)
