People are so stupid not to do their homework before flying to another country. I always check for new regulations when I'm flying since things change from time to time. (I don't fly that often)
They were either smuggling it or just didn't have a clue that they could take it in their luggage.
Customs and Border Protection agents have seized 42 pounds of horse meat, including 13 pounds of horse genitals, from two women arriving from Mongolia at Dulles International Airport in Virginia.
The horse meat was hidden in juice boxes. One of the women said the horse genitals were for medicinal purposes.
Let this be a lesson to those workers who might occasionally pilfer some luggage.
"Hey, guys, guess what? I scored some juice boxes today! Drink up!"

Un-inspected meat is not allowed in. Horse meat is meat, and it was un-inspected meat or the tourist would not have hidden it to try to smuggle it in.
It's very easy to look online and see that individuals entering into the USA (or unto nearly any other country) are not allowed to carry unprocessed meat with them.
If she had wanted horse meat in the USA, she could have waited to arrive in the USA and purchased inspected meat. There is no law against eating horses and there are horse processing plants in Canada that sell inspected meat, so horse meat could be ordered.
As for the testicles, Rocky Mountain Oysters are a favorite food in some regions of the USA. I see very little difference between eating bull testicles and eating horse testicles.

Fist thing to consider is, it is legal to slaughter horses for meat in the United States. However there are currently no slaughter houses that kill horses for human consumption in the United States at this time. Horse meat in this country is used in dog and cat food not for human consumption.
A lot of advanced countries, think horse meat is a real delicacy, such as Scotland, France, Germany, Belgium, Switzerland, Japan, China biggest consumers of horse meat, Kazakhstan second biggest user, Indonesia, and some lesser countries. A French Chef says it is a real delicacy like real rich beef, and is common in numerous French dishes. Maybe you have eaten horse meat and did not realize it.
