He was the victim of a head-on car crash. The driver who crashed into him was being chased at high speeds by the police.

It seems pretty likely that the driver of the car will face at least manslaughter charges. In my view, the police were contributory, because they shouldn't have been chasing a car that fast with other cars around at all--the accident was a pretty likely (and preventable) outcome of such a chase.
