Well, seeing as how I wasn’t there nor am I the prosecutor, I can only wager a guess.

Likely the operator not being familiar with the equipment, nor are the police that responded.It wouldn’t be the first time I’ve seen someone get a 2 minute crash course on bucket operation,nor would it be the 1st time someone has gotten a whole host of charges tossed at them, so a plea deal would look more attractive when the BS charges get dropped for the deal.
