There was a time when adults made the decisions. I can imagine the discussions in the HR office consisting of a lot of: "Did not!"/"Did too!". When did adult society become comprised of Junior High School students?
Around the time the number of "professional offended" exceeded the number of actual problems in the work place. So they had to invent problems to sue over to make money. It snowballed until now everyone if offended over everything so companies invent silly policies to avoid the lawsuits that will come from the "professionally offended."
Professionally offended: People who look for reasons to be offended either a) because they missed their chance to be part of the civil right movement and want to feel important or b) because they realize being offended can be profitable.
The entire article there is still based on the unsubstantiated article from the Sun, which is a tabloid. Until there's any corroboration of the policy from Netflix or comments from more than just one unnamed employee, this is a textbook example of fake news.

A comment from the National Review article makes it clear that we as a society have become so sexualized and in an attempt to protect ourselves at every turn, we've just gone completely mad. To the extent it's ridiculous and no amount of rule and policy such as this could prevent a potential predator from acting as such.
I don't know, maybe I'm wrong but then where does it stop?
Now, don’t get me wrong — I’m all for “a safe and respectful working environment.” Everyone should feel comfortable in the workplace, and harassment of any kind has absolutely no place there. This, however, is completely ridiculous and could end up hurting more than it helps.
Soooo, what do you think they pay the guy with the stopwatch?
Future Headline
"The unemployment rate drops again largely due to Netflix hiring staring engineers."
But, what happens when the measurer stares at the starer to get his time?
