I have a strange theory, that lines up with this just a bit.

See, our Voyager has passed Pluto. It would take another 70,000 years to reach Proxima Centauri, the nearest star (that ain't the Sun). In theory, if it doesn't bump into anything, it could eventually land on a terrestrial planet in a few million years. Metal generally doesn't corrode in space.

So, like you said, some other planets might have had their life bearing phase a few million years ago, not that long in the astronomic or geologic sense and, as you say, we made so much progress in the past 100 years, couldn't that support the possible idea that the "weather balloon" in Roswell was some other planet's version of Voyager crashing on our planet?

As far as a conspiracy... nothin' too intricate A lot of people believe in Heaven, Hell, or some sort of post-mortal accountability for one's actions. Admit there are aliens and, that idea might go out the window. Face it, quite a few people need the threat of Hell to keep them on their best behavior.

So yea, I believe the BlackHawks were sent in to keep some info from getting out. Not necessarily a live alien per se but, definitely some stuff they wanted to keep quiet. I mean look at what happened to Timothy Cunnigham for the CDC, and Nancy Schaefer exposing CPS...

I have had over the years and especially while growing up, quite a few REALLY strange characters in the neighborhoods. Maybe they were actual aliens who couldn't adjust to Earth?

The source of child pornography was traced to an IP address used at the observatory and a source within the building observed a computer with "not good" images on it, the warrant states.

An investigation by the FBI revealed that a janitor is the main suspect in the search, however he has not been charged with a crime even though his name in on the warrant."

The warrant states the suspect would use the observatory Wifi and a personal laptop to download the child pornography.

When the laptop disappeared, the janitor went berserk and started ranting about a serial killer being in the area.

Child porn?...Now Ive heard it all! LOL

Besides that, The FBI is not exactly the most credible agency, so I wouldnt take anything they say, too seriously.
