Regular employees do not usually need phones. They are a distraction and can be extremely dangerous even setting aside security issues. They can use them on break in the break room at some locations. Supervisor who need phones on site have pretty sophisticated security systems on their phones. Mostly they use tablet if they are doing anything other than simple communications. The tables are even more secure because they generally have the power to run more powerful security systems.

I'm sure some places restrict the use of smartphones on site. Not trying to imply otherwise.
However, certain things that places like NASA do, where smartphones are needed in work situations, but security can be an issue, is block network access (i.e. T-Mobile network can't get into the building, etc.) and require you to log into a data system through VPN or something similar, or WiFi, where access to outside sources is limited.
It's very easy to do, and is how large tech firms get by with it. Welcome to the modern world. I'm still chuckling a bit at how this could be "BS." (not saying YOU said that... Just people in general.)
