I agree with the OP...I would love to know who thought this reached the level of importance, to contact police?!!! and even worse...why police are taking it seriously..CMON!!! THAT is what the focus should be about, not what this mom was doing, JEEZ.
Let's put this into your little world. Each day you come home. There at your door is the same person..asking the same request. Care to donate? And each day after work all you want is to go home and not be bothered by that same person insisting you donate . After awhile it's called harassing. , solicitation ..or being a public nuisance. Yup. In your little world you are graced with contacting the police to resolve this. And remind the person to cease. I'm glad folks are more attune to their surroundings and that one person who is two watts short of a dim bulb.
The atmosphere on some Maryland campuses is one of fear and has been for decades.
I had a meeting at University of Maryland College Park about twenty years ago and couldn't find the building. I approached a couple women students, keep in mind I was wearing a suit and had some sort of file with me, to ask for directions. They were just standing talking. They ran away, yes ran, before I even got the question out.
Dang; that’s actually true. He approached women on college campuses asking for directions & sometimes he would use crutches or a sling as a prop to get them to his car.

Neither of which I had.
