I'd calculate the odds of terrorism at about 1%. It started on the roof so the two most likely explanations are 1) lightning strike, or 2) maintenance work gone awry. Skies look clear in the picture plus I'm pretty sure they had lightning rods protecting it so I'm going with #2.

Yes, there was scaffolding all over the roof in the exact area of the first part of the fire.
I googled Notre Dame fire and saw a video of the spire collapsing. It was sickening. There was scaffolding all around because the spire was cracked. They were trying to repair it.
