Predators AIM for positions that place them in the midst of their preferred targets: the priesthood, police work, teaching, orphanages, boarding school dorm supervisors, school principals, teen-driving instructors.
One of the main arguments against remote learning seems to be that child abuse would go unreported. But when the school itself is the source of the abuse, it would be the other way around. A parent who doesn't abuse their child sends him/her to school expecting the child to be safe, but then the unfortunate child ends up suffering abuse at the hands of the PRINCIPAL.
Fortunately, this type of incident seems much less common. But there is no 100% safe. Any adult trusted with a child's care could, possibly, be an abuser.
One can only hope that the system is improved in the future so that counselors can report ALL abuse regardless of if the perpetrator is a parent or a teacher or a principal, without fear of professional repercussions. I can only wonder if greater whistleblower protections might have stopped this principal earlier on.

It seems nearly inborn but the real problem is the lack of proper preventative therapy. In the current system, pre-offending pedophiles, before they commit offenses, are too afraid to seek any help. And there is not much research on how to help these people manage their perverted urges while they are still just urges. The end result is a vicious cycle, and a certain fraction of them cross the line and start molesting children.
I've said this before many times...we need to figure out WHY people are having these attractions to kids in the first place, is it something they acquire, are they born this way, something else?

Good point. The (correct, in my view) societal response against pedophilia presents a double edged sword as it helps to ensure (a bad thing, in my view) that folks aren't seeking out preventive care (even via psychologists) due to the stigma.

I think people dont understand that there are likely a good deal more people who feel attracted to either children or teenagers and know that its wrong and therefore dont act on it than we know. Pedophiles who act on their urges are similar to rapists in that they feel a compulsion and do not have the inclination or desire to control it and therefore position themselves and make deliberate moves to try and act on their impulses.
A person who attracted to women, or men or any other specific characteristic they find appealing do not rape or molest every person they come in contact with because thats absurd and illegal and wrong. So such are the people who have an attraction to minors. They dont rape or molest children as they know its illegal and wrong.
There should be mechanisms in place to at least offer somewhere safe for people who have these sorts of attractions to seek out psychological help and ways to manage their feelings so they can live a normal-ish life. People fight their natures all the time in order to fit into society.
The problem lies with the fact that they are most likely born that way and therefore can not be "fixed" such as it were.
I find the fact that people, this man in this case, positioning themselves in schools, daycares, churches, social work, foster care, police, hospitals in order to abuse children to be deserving of the death penalty. Children who are sexually abused often suffer longterm lifelong emotional issues, add to that the additional issues boys who have been sexually abused by men and the shame that accompanies that and you have not only raped a child you have potentially ruined their life. The incidence of future alcohol and drug addictions, suicide, sexually risky behaviors and sexually offenses themselves are significantly higher in children who were sexually abused.
