People need to man-up & make a citizens arrest until authorities came. Smoking a cig near me on a flight would mean your hands get tied behind your back until police come. Don't be a spectator when you can do something right as a team.

What exactly are you criticizing here? This seems like the best possible outcome. They diverted the flight in order to get a quick police presence and nobody was hurt. Joe citizen attempting to restrain the guy would just escalate the situation.

Just because you making a citizens arrest doesn’t mean you have the right to physically restrain or hurt the person, you don’t. It doesn’t mean you get to act like a police officer.
