I've seen one truck in far North Dallas in the summer and a couple pushcarts around Valley View. Which part of the metroplex do you live?

There's a couple of ice cream "vans" that go through McKinney.

The rain may be the reason you haven't seen one yet.

I'd ask a neighbor that has children if a truck or cart comes through. Sometimes their route includes a park, so if there is one within walking distance, ask the neighbor if they've seen one at the park.

There's one here in Sachse... it runs through twice a day. I work from home and I'm always on a meeting when it rolls by and everyone on the phone chuckles as they hear the ice cream man music in the background.

We had a one in McKinney, I do not remember if we did in Plano, Frisco or Little Elm (but my kids were younger then and we wouldn't have gotten it LOL).

ETA: DH said we did have one in Little Elm. This was around 97-04 so I don't know if it still runs.
