That's not all that common here. You get good and bad neighbors in HOA and non-HOA neighborhoods, but you just don't see a whole neighborhood full of complete idiots here. Complete idiots tend to not own property.

or they live in the unincorporated areas where they belong..I have little optimism and faith when it comes to neighbors. I say keep your expectations low and you will be pleasantly surprised.
