Is it possible to put some sort of "smoke stack" to get the stank well up in the atmosphere so us ground dwellers don't have to smell it?

Naww, Dallas is not a smokestack city. We fancy ourselves a bit more high-tech and all yunno. But I do have to give you props and praises for fully showing the dump on somewhere or someone else mindset . . .
I got it!
Big stadium-sized blower fans that blow the stank down to the South Dallas. That way we could have the full Smell-a-vision experience down here. Treats for the eyes, ears, and the nose. With all that stank, even the blind can enjoy.
But being for real -- a large organic treatment plant could be an arborteum sized park. No stank, and clean water. But there aint no toll road in that, is there?

So both Ft. Worth and Dallas have a trinity river vision and it looks like Ft. Worth is actually starting construction on theres now. If Ft. Worth builds that vision out like it looks in the rendering and Dallas builds that tollroad in their park, not to mention not get much done with what they promised to the citizens of Dallas, than the Dallas city leaders should be hanged or should be thrown out in embarrassment.
Why build a toll road anyway? I thought cities was actually TRYING to get rid of that. I think Toronto is has the exact same thing and regrets building tollroads down it's park and lake and now the leaders want to do the same? I hope Dallasites vote no on this project and I hope it wins in a landslide.

Forum on the Trinity River Referendum October 23
On October 23, plan to attend a forum on the Trinity River Project Referendum for residents and friends of the East Dallas Historic Districts (Peak’s Addition, Junius Heights, Munger Place, and Swiss Avenue Historic District). Both sides of the issue will be represented at the forum—Councilwoman Angela Hunt for “Trinity Vote Yes!” and former councilwoman Veletta Forsythe Lill for “Vote No!—Save the Trinity.”
The forum will be held at East Dallas Christian Church, 629 Peak Street, between Worth and Junius at 7:30 p.m.

When we voted to "revitalize" the Trinity back then, the tollway was in the plan but it wasn't really publicized. Then it came out that the voters had approved a tollway and some voters said, "What?!?" So some folks worked hard to get it to a vote again.
So now we are voting whether to change this original plan since some people think the plan wasn't fully disclosed. Voting NO means don't change the original plan, which included the tollway. Voting YES means change the previously approved plan and remove the tollway, but keep the parks.
If a tollway is built, most of it will be paid for by Federal Money and the parks can be included. If there is no tollway, there is no Federal Money to build anything. Dallas taxpayers will have to pay for the parks - if they are built at all.
The tollway will be in a flood plain which is making it cost a ton of money to get the engineering right. Some of the park features aren't realistic for being in a flood area.
People like the mayor who want the tollway say we need the road to relieve the 30/35 area and they don't want to lose this Federal Money. People opposed to the tollway thinks it's foolish to put a tollway in that flood prone area next to what's supposed to be a peaceful park.
