We are new to the area and are looking at Plano for our residence. Can I get some suggestions on which area in Plano are the top schools ? Does the school district decide the school based on where we live ?
Also, we are looking for Asian Indian shops/restaurants. My kids are in middle school and primary.

Yes, which school you go to is based on where you live - you can try to transfer to another school though.

Rice Middle School is considered the "best". It serves the far north part of Plano, and feeds from Andrews, Skaggs, and Wyatt Elementaries.

Please give an idea about your budget and what kind of dwelling you need? There are more Indians in Russell Creek area and I noticed many Indian shops around Spring Creek and Custer and In Richardson near Spring valley. You can find Indian restaurants in every part of DFW. Almost all PISD schools are good but yes some are great and more desirable. You can do intra district transfer but there is no guarantee that you'll get a seat in your preferred school.

The budget we are looking at is between 1000 - 1500 for a 3 bedroom apt/house. I am moving here from a different state. So if I pick the right zone, would that guarantee a seat in Rice Middle ? Also, beyond middle, for high school and senior, could you suggest some good schools too ?

Of course, if you live in a rental that feeds to Rice than you have a guaranteed seat. Rice feeds to Jasper & Plano West Senior so you'll be in good hands for all your schooling needs. You can also look at Robinson, Renner, Otto & Murphy Middle schools, they are all awesome schools.
