It's as straight forward as that as others have said. HPISD is going to be considerably more expensive for the same sized and quality of house.
Yup.

Also, LISD has good pockets and bad pockets, so make sure you know what schools you are zoned to if you're looking at areas in that district. Flower Mound High School is pretty good- I would put it just below the Plano ISD schools. Marcus high school and Hebron High School aren't bad but aren't stellar. The remaining areas (feeding to The Colony high and Lewisville High) are pretty bad.

Area/ Schools should be chosen based on their individual ratings, performance and their programs not by their ISD's. We always debate the quality of TEA ratings but there is no difference in TEA ratings between LISD and PISD in the last 5 years.

Texas Education Agency - 2011-2012 Accreditation Statuses

LISD is compromised of 13 cities with a very diverse population and actually does a pretty good job compared to PISD considering its size. You cannot undermine the entire ISD. Same holds good for Plano as well.

Bridlewood is a golf course master planned community in Flower Mound with home prices ranging from 300K - $3 million. I have lived in Plano as well and other folks may correct me but there may not be communities in West Plano as beautiful as Bridlewood.

PISD has 55,000 students while LISD has 51,000 so they have almost same size and both are equally diverse.

TEA ratings are only good for Elementary schools, after that only effect they have is on funding.
