I've been wondering what the new elevated roadways are that are on either side of I-35E for a few miles south of the intersection with the LBJ I-635. I know the LBJ is under construction in the area of where the two highways intersect, but these go on far longer than exit/entrance ramps.... What on earth are they for?

The LBJ Express website shows a map with express toll lanes all the way down to Northwest Highway.

It's an opportunity cost thing. It's better to have people/cars slow down and wait, to go east or west in this context, on a huge set of access roads, elevated or not, than for them to jam a lane of northbound traffic as has been happening along that stretch of road for decades. Also engineers have to account for increased traffic when 635 is completed.

basically they are getting traffic onto the LBJ tollroad without touching the free lanes at all. I'm guessing something similar will happen on the north side of the interchange as well when I-35E is rebuilt in the near future.
