I was watching the news on the Fox affiliate this morning and they stated that some areas would be going into Stage 3 Water Restrictions. Their map showed Garland, Rowlett, Richardson, Plano, etc. I live in Richardson and just went to their website and they still show us as in Stage 2. Where can I find the correct info on this?

Also, what does Stage 3 mean exactly? The news anchor Tim basically said it means you go from watering twice a week to once a week. Can I still water my new plants that were recently planted? Can I wash my car if I choose to? I'm from Nola, so water restrictions are new to me and I don't want to get hit with a fine.
