My husband and I have been looking at homes in the Lucas area and an individual mentioned something to us that seemed odd. She said that if you lived within the "city of Lucas" and therefore paid city of Lucas taxes, then your water bills were about half of what the other individuals were paying (living in non-incorporated Lucas). Any posters have any first hand experience with this?
