He gave the city of Dallas and Irving a chance and they could not get it done either from a planning process OR a time-to-completion even though he was willing to shoulder the risks as he did in Arlington.
Dallas could have done it and done it well given Dallas' advantages. But that would require more horsepower than the City Council and their staff have. Dallas needs to change its city government structure.

The Cotton Bowl does not have a dome. And its concession and parking is very limited. A dome cannot be retrofitted. Most people cannot take Dart and Dart does not have the capacity for more than a few thousand people the way that station is set up.

the could have bull dozed the cotton bowl and built a new one in its place. Or they could have bought up a big chunk of run down houses in the area and built on there. I dont think the cotton bowl will be around much longer anyway with the new stadium attracting all the events now.

A problem with the Cotton Bowl is if your seat is regular seating (not end zone) and as near as somewhere around the first ten rows - or so - you can't see through the team and have no visibility to the on field play. Just a lot of jerseys and numbers.

Good thread, but he's arguing about zoning, not jurisdiction. Would anyone have a problem with the "Dallas" Cowboys playing out by Mountain View? I don't think anyone would bring it up; even though it's just as suburban as Arlington.
