City of Plano recommends it, is it advisable to buy one or is it covered under home insurance?

It is not covered under standard homeowners policies, but you can ask your insurance agent if they offer utility line coverage.

If you are referring to City of Plano recommending SLWA then you also need to be aware that the City of Plano is receiving almost $65,000 in licensing fees, plus they receive a royalty payment for each contract signed as well.

If the lines are PVC, or PEX in case of many water lines, and test well, there is no way I'd buy this kind of insurance unless it costs $1.25 per month or something.

PEX appears to last more or less forever. PVC even in soil that moves a bit lasts 100+ years assuming it isn't cut by digging or broken by tree roots.

Here in North Dallas our sewer line is iron. It's 46 years old and does not leak at all.
