If you want to go car-less and at the same time hedge your bets, you could start out with a ZipCar account. The only ZipCars "inside the loop" in the vicinity of central Dallas are on the SMU campus.

There are different options if you want to live near the SMU campus: there's the Snider Plaza area which is very walkable, if pricey (northwest of campus), and there's also the Mockingbird Station transit-oriented development (southeast of campus), which also puts you right on the DART rail line.

Thanks for all of your responses. I've been in Dallas for 2 weeks now car free. I'll be buying a bike soon, and DART trains seem to go everywhere I need (except the In and Out Burger). I may buy a beater for out of town trips, but for city living, I think Dallas is really livable for car free folks who work near a DART station.

A lot of people recommended Uptown. It's probably my least favorite neighborhood so far. It looks great and has good shopping, but seems snobby and un-Texas. I've been enjoying Oak Cliff and Deep Ellum the most so far.
