Having never visited Dallas, or even Texas, I don't know a whole lot about it to be honest. However, I was listening to NPR today and they brought the mayor of Dallas on to interview him. They aired an interview they had done with random residents in D.C. and what they thought of Dallas. Most people said they though of a big but boring city, with the Dallas Cowboys, ranches, lots of highways, and farms. Not the most intuitive view of Dallas, which is one of the largest cities in the country. My opinion is slightly more informed than that.
I realize that almost any city of that size is going to have a ton to offer, Dallas is over 6 million in the metro, so it's definitely a very dynamic city with plenty to offer, it'd be tough for a city that big to be boring.
Anyways, during the interview they talked about the blight in South Dallas, how most of the city's investments go towards downtown or the north side and how especially during the 1960's and 1970's South Dallas is where the poor minorities lived, and when the ones who could afford to move away did that South Dallas only became worse.
Of course I realize all cities have a bad side and none are without some blight, but I'd always viewed Dallas as a very modern city, very new and state of the art in its design. Hoods and impoverished areas full of blight don't really come to mind when thinking of the fast growing Texas metros.
So how bad is south Dallas? Is there a serious division in how the investments are made between north and south Dallas?

The entire area south of downtown Dallas isn't bad. There are one absolutely gorgeous collection of neighborhoods with winding roads, historic homes, and the hottest restaurants in town. There are many more neighborhoods that are full of true middle class housing (not "affordable" McMansions which dot the new neighborhoods 20 miles north of downtown). But there is a large area called "South Dallas" or "South Oak Cliff" which is a very rough, blighted, poor part of Dallas. If you look at a map, it roughly covers the neighborhoods around Fair Park (just to downtown's southeast) over to the intersection of I-35 and I-30 and then south about halfway to I-20.
Dallas has a complex history and one part of it is the changing ethnic makeup. Going back in time 50+ years, many of the public schools south of Dallas were amongst the best public schools in the area. Neighborhoods were full of what we now call middle-class families with a few wealthy neighborhoods and one beautiful Jewish enclave sprinkled throughout.
During the 1960-1970's, there was a mass exodus to the newly built suburbs like Plano, Richardson, etc with promises of bigger modern houses and new schools. It was also post school desegregation and across the city of Dallas, many white families moved north in droves. In southern Dallas, it left empty nest families with no kids in school behind, along with a growing black population. The area began to decline. Over the decades, the social issues seen in many predominantly black neighborhoods around the country - drugs, gangs, poverty, drop-outs, single parent homes - took ahold of the area. The companies developing the city of Dallas moved where the money was - north of downtown - and kept building shopping centers, neighborhoods, and other infrastructure until it has almost reached the Oklahoma border! Meanwhile, the southern sector continued to decline.
In the last decade or so, the southern sector has shifted once again, with upwardly mobile black families leaning the neighborhoods they grew up in for the suburbs (both north and south side), leaving many schools and neighborhoods in south Dallas half empty. Empty houses are breeding ground for drugs, gangs & general eyesores (overgrowth & decay). The Hispanic population is booming in Dallas and many formerly black neighborhoods are now poor Hispanic ones. The city and schools must cater to this population, this causing frustration from the black community that they've been forgotten.
Throw in a couple dozen incidents which has caused the residents of the southern sector to not trust police and developers who will need serious subsidies to build and operate in the southern sector and it's a big ole hot mess.
Eventually, the real estate will be so valuable (see above about northern suburbs stretching dozens of miles north, which equates to 1-1.5 hour commutes) that it will be torn down and developed; however, I think we are decades away from reaching that tipping point.
On the flip side, Dallasites are a generous bunch and there is a ton of money and time being dumped into the southern sector by churches, various non-profits, corporations, etc but it is going to take ten- fold to inspire real change....which will likely displace the current residents (not exactly a win for all).

This is the kicker. I remember reading a store about Trader Joe's wanting to build a new store in a poorer, predominantly black neighborhood around Portland. The black community protested, saying that they'd get priced out of the neighborhood. Their concerns were probably valid, but I thought it must have been frustrating for anyone who wanted to see the area improve (existing homeowners).

This. Once an area gentrifies, the existing residents get pushed out. But we want to improve the areas so it's a pleasant place to live and it's impossible to keep price increases at bay. You're damned if you do and damned if you don't. Urban blight exists everywhere unfortunately, though Dallas's north/south divide is particularly jarring. I still feel safer in north Oak Cliff and the Fair Park area than I did in some of London and Paris's slums. Some of those are downright
scary in broad daylight. Total no-gos at night.
There are a lot of nasty areas in Dallas, but for a city this size with this much poverty I think we're doing pretty well in terms of crime. We're definitely not Detroit. Schools on the other hand....heh...the less said the better. A lot of DISD schools are little more than daycare for juvenile delinquents.

What I don't understand is why this is a unique story, because it isn't. What major city hasn't experience similar issues in the past 50 years?

It's kind of hard to answer the OP's original question because I don't know what they consider as south Dallas. I have always separated South Dallas from Oak Cliff while others combine them all under South Dallas. For the most part the majority of South Dallas is pretty bad. South Dallas as I know it is were minorities were required to live prior to Civil Rights Act of the 60's. Up until it's approval most of neighborhoods in Dallas had deed restrictions saying the home could not be sold to minorities. Starting around 1968 blacks started to move from South Dallas to Oak Cliff. A small percentage of them moved to Hamilton Park but the vast majority of them moved to Oak Cliff. My guess is South Dallas will be transformed within the next 20 years. Urban sprawl moving north can only go so far and I think South Dallas will transformed with new housing and schools.
