The commute from anywhere in Plano to Addison is definitely doable. I used to drop my husband off at the DART station in east Plano and then take Park St. to the Tollway to my (former) job in Addison. On a good day, I could do it in 25 minutes. (on a bad day, i.e., a wreck on the Tollway - it could take a lot longer, but then that is a constant around here no matter where you live).

I think there are homes available in your price range -- no telling what kind of condition they will be in -- and you will have to be very, very aggressive about renting them.

I checked realtor.com and found some 3BRM townhouses $1500-1700 in Central Plano. Some of the areas are better than others. If you find one you like, perhaps ask on a different thread about the neighborhood, schools, etc.

If you can bump your budget up a bit, there is a 3BRM available in one of the better areas of Plano for $1800:

You should check out Richardson too. Addison is an easy drive down Belt Line from here.
