Don't know.....The reason I asked is, if the city approved it, then it must be safe and meets the code..:-)

Ask code enforcement but I think you need a permit. Who is doing this work and didn't he know if/if not you need a permit?

Now I am working on getting city approval. Thanks for asking.

What about my initial questions regarding concrete for pillars and drainage? Can anyone advice please?

I don't think it will have any impact on your foundation. In general, a porch that moves more water away from your foundation is a good thing. The concrete that does bond to your foundation will most likely break loose from your foundation with natural shifting and cracking.

My opinion: the rain water entering through those small gaps is going to be annoying, so I would have connected the roof to your home.

Be sure you get a permit.

Thanks for the advises. The reason why I am not joining with building, I am worried about structure warranty. I dont want to give any reason to builder to void the warranty.

From a design perspective, it's still a bad idea.
It would fall under the same classification as a pergola or other deck/shade structure as long as it's not attached to the house so you should be fine with the city.
Attaching it to your roofline would create problems and require permits.
