All depends if your home is currently equipped with drip lines around your foundation. Better off with soaker hoses.

I know what you are asking...... Good luck if you get a clear answer of this question.

You should put soaker hoses about 12-18" away from your foundation. If you put them right up next to the foundation, water can pool underneath and cause more problems.

The length of time will depend on the side of the house and how much sun/shade it gets. If you have a 2 story house next door, the sides probably don't need as much as sides where they get full exposure to the sun most of the day. Probably 2-3 days a week.

Like all sprinklers, it's best to water when it's cooler so the water can soak in and not evaporate, so after 8pm at night and before 8am in the morning would be better times, though if you can put a timer on them, somewhere around midnight - 4am would probably be best to allow time for soaking. It's not an exact science, each house is different.

I run 30 mins every other day. Having said that I have a big tree in front of my house and I do get a lot of shade from it.

Good. It keeps the soil around foundation moist and with drip line you can water every day. Even better if you connect it to one of your sprinkler system zones, so it would be turned on and off automatically.

I recently converted one of my sprinkler zones into drip line so it waters the shrubs in front of the house and foundation around it. Next, I installed Rain Bird smart irrigation controller - highly recommended. It uses on site weather station data to automatically calculate watering frequency and duration and suspends watering when it rains, so I don't need to worry about adjusting the settings anymore.

Also, depending on where you live you may get additional benefits, for example in Frisco if you install smart controller the city will allow watering every 5 days instead of once a week and give one time $100 rebate.
