So I have been reading about insane water bills on this site... I just got the price list from the City of Rockwall, why are their rates so much lower than the rest of the Metroplex?

If I were to use 8,000 gallons (over double my usage here in Idaho... which is hot (90+ from June-August) and dry in the summer) of water it would be $16.32 with sewer coming in at about $20.11. These numbers are about half of what I pay here.

Rockwall is served by the North Texas Municipal Water District. You may be comparing it to cities that are not..

There are lots of reasons for insane bills. Mostly it is because many use insane amounts. There are many people using 50,000+ gallons a month during drought months like June of 06. Part of it is to keep your foundation from ripping apart because of our gumbo clay, and a much bigger part is because some have planted St. Augustine grass instead of Bermuda and it takes gobs of water to keep alive during droughts in full sun. And when it dies it will not come back from the roots like bermuda.

They are insane.For two senior citizens watering one day a week in the summer is about 175 up.I once attended a meeting with the mayor and the council.They told me that the water had to be "piped in" and was very expensive.I said from where?"Oh it comes from Garland" I said my gosh people I came from Garland, put in front and back lawn and it was never over 40.00 a month. Price gouging pure and simple.

I noticed a foul smell from the Rockwall water supply. It lingers in my hair and all. Has anyone noticed the same thing? Who do I need to contact about this and can be done about it?

Smells and tastes like sulphur.... totally hate it. Only use bottled water and have a reverse osmosis system installed at home. That is really by only complaint about Rockwall. Even when I go to a restaurant in Rockwall, I bring my own bottled water.
