My husband took me to Hot Springs, AK for our first anniversary. We had a blast wandering around many of the local shops. Not sure any of the places there are formally nice like the selection in Dallas though.

If you want to leave Dallas, New Orleans is close and has everything you want in the French Quarter.

The Library bar at the Warwick Melrose is one of my favorite in Dallas. It is also a nice hotel and surrounded by a lively area.

Dallas Luxury Hotels - Warwick Melrose Hotel - Uptown Dallas/Oak Lawn

Some other options would be the NYLO South Side, which has an amazing pool/bar view of downtown Dallas

And the Belmont in north Oak Cliff

Are you wanting to stay in Dallas for your anniversary? It's unclear.

For Dallas, The Joule (downtown), The Ritz, Crescent, or ZaZa (Uptown) or even The Belmont (North Oak Cliff) all fit the bill for ealkable...The Belmont has a car that can shuttle you to Bishops Arts District for dinner & brunch & shopping.

The Hilton Anatole is a huge hotel, but very beautfiul inside. SER steakhouse on the top floor has a panoramic view of the skyline.
