We are planning to build an outdoor kitchen in our patio. We already have the plumbing/gas/electricity points created. So it is just a matter of building the enclosure, installing equipment and connecting it?
Do we need a city permit?

You are best answered by speaking with your City Building Inspections Department. Explain the plan and they will tell you which parts might require a permit. Don't forget your HOA if you have one as they too might have requirements.

So you're saying you already have the gas lines run to where they will be and all you need to do is build an enclosure and connect the grill?

If that is the case, then no, you should not need a permit. You're not replacing any existing lines or adding any.

Check with your city. Just bcuz you already have the gas line does not mean you're good to go.

Our city requires a permit for even constructing a pergola. A neighbor didnt get a permit and the city made him remove it. His was too close to the property line but didn't have any gas or electricity.

Agreed with asking your city. Frisco, for example, requires a permit if you were installing an outdoor kitchen. Heck, I needed a permit just to extend my patio a few feet. It's not just about the gas lines. Kitchen sink plumbing may also be involved if you're including one of those. Also, you may want to ask your HOA (assuming you have one) if there are any regulations related to that, as well.

You have to check with the city where you live.

Requirements vary from city to city.

Probably. Most any time significant new power, gas, plumbing etc. is terminated in a permanent fashion permits are generally required. As examples having power, gas and plumbing runs in places does not mean automatically that they met code when built or current code which might be different.
